The localism agenda is central to the coalition government’s programme. Combined with planning reform, it is essential that we understand its implications for action on climate change. Our work examines the challenges that the localism agenda presents when it comes to tackling a complex, shared issue like climate change, as well as the new opportunities it presents to build a localist approach to tackling a national and international challenge.
